Well, she was originally just a character to use in an OCT. However, the dynamic she had with Dragon intrigued me, so the two of them will make an appearance in The Last Generation. Her story is a bit of an interesting one, but I won't go too far into detail right now.
The picture itself can interpreted however you want. The two main points that I thought of when drawing were that the rope symbolizes all of the horrible things she's said, done, got herself involved with, etc. Basically it represents the dark turn her life had taken and the fact that she willingly followed that path. However, the rope is only half formed. You can see it as either the rope, all of her dark deeds, finally coming to end her existence in the only way appropriate for someone who's done what she has, or you can see it as she finally repenting and the weight of her dark deeds disappearing, and thus saving her from a terrible fate. Either way, she's smiling because she's accepted both possibilities, and can no longer bring herself to fear the future.
